Standalone headsets other than Quest

PSVR2
The honest answer is that a console headset is not a practical platform for this.
There is no general sideloading route, third-party video players are subject to store approval, and the platform's content policy governs what can appear. Some general-purpose media applications exist and their capabilities are whatever the store version provides.
Anyone whose main interest is VR video and who is choosing hardware should treat the console option as a games-first purchase, and expect to use something else for video.
Choosing on this basis
If the priority is watching video with the least friction and a capable computer is already present, a PC-tethered headset is the straightforward answer.
